CARB-compliant aftermarket replacement converters are required for California Emissions Certified vehicles, model years 2001 and newer, operated in the state. EPA-compliant converters may be used on vehicles from model years 2000 and older, OR all Federal/EPA-only Emissions Certified vehicles, regardless of model year.

Can I buy my own catalytic converter in California?

ATTENTION: Under California regulations, it is illegal to install a catalytic converter based solely on physical shape, size, configuration or pipe diameter.

Can I use a non California catalytic converter?

If the repair is being made in the state of California or in the state of Colorado (Colorado beginning January 1, 2021), you must use a CARB-compliant aftermarket catalytic converter for all repairs. This is true even if the vehicle was not certified as legal for sale in the state of California.

How many catalytic converters does a 2003 Civic have?

Yes there are two but before you let anyone replace either converter , make sure ALL updates on your hybrid (and there were plenty!)were done , because several updates pertain to faulty sensor readings that in turn set 'false' codes.
