The best place to get looseleaf tea in Metro Manila is Binondo. I like to go to Bee Tin Grocery on Ongpin St, near the corner of Salazar St. It has a colourful, lit up sign. You can't miss it. They have decent quality loose leaf tea for very cheap. They import from multiple countries, so the selection is pretty good. The packaging is in Chinese (simplified or traditional depending on where it comes from), so you can ask the staff to help pick the right one.

The best quality tea I've found is from Taiwan. It's usually a bit harder to find. Lately I've started buying my tea on Lazada, COD. A way to make sure it's legit is to see if the writing is traditional. Taiwan still uses traditional Mandarin.
