Utica ny green waste pickup 2023

Raleigh Solid Waste Services Department (SWS) delivered over 104,000 new lime-green yard waste carts to City residents. Starting July 5, the new City Council-approved yard waste schedule and guidelines go into effect. 

Yard waste will be collected bi-weekly, alternating weeks with recycling pickup. Example: Tuesday is my collection day. One Tuesday is garbage and recycling day; the next Tuesday is garbage and yard waste day. This is to limit the number of carts at the curb to no more than two at a time. Less clutter at the curb means increased collection efficiency for our crews and more space for yard waste.

Customers can use the city-issued yard waste cart, plus bundles (up to 5, tied with natural twine), and biodegradable bags (max 15).

Changes take effect July 5, 2022:

  • 2022-2023 Collection Calendars detailing address-specific schedules were mailed to homes the first week of June 2022. Calendars are also available for download: enter an address in the Find Your Services by Address search box.  
  • Customer-owned carts/containers will no longer be serviced. Each service address is issued a single 95-gallon cart. Customers with volume exceeding cart capacity can place yard waste in up to 15 large paper yard waste bags and up to 5 bundles Paper bags are available at most hardware stores. Bundles must be tied using natural jute twine.
  • Only yard waste goes in the bright green cart! Household waste and recyclable material should not be mixed with yard waste. Yard waste carts containing mixed or contaminated loads will not be collected and could result in service delays.

Utica's garbage rates are going up. Here's two ways you'll pay more

Utica residents will pay more for trash collection beginning in April 2023 after the Common Council approved a new, five-year contract at its meeting Wednesday evening.

The city will retain its pay-as-you-go model, with residents purchasing blue garbage bags to put at the curb. The price for each bag will go up 10 cents, so the large, 32-gallon bags will cost $1.95 and the small, 16-gallon bags will be $1.35.

The cost of Utica's blue garbage bags will increase in April 2023, with large bags costing $1.95 and small bags $1.35.

The annual solid waste fee also is increasing. Single-family homes will pay $100 per year, a $14 increase. Two-family homes will see the rate jump $28 to $200, and residences with three or more dwellings will increase $42 to $300.

It’s the first rate increase since 2018, when the city signed its last five-year contract. The total cost of the new contract, roughly $11.9 million, is a 24% increase of the previous.

The five-year contract allows for a fixed rate over its term, said William Rabbia, executive director of the Oneida-Herkimer Solid Waste Authority.

“The goal with the council has always been to look at each new collection contract and fix rates for the term so residents aren’t facing different rates every single year,” Rabbia said.

During the bid process, different models were reviewed, including the cost for the solid waste authority to collect green waste and the cost for uniform waste collection carts provided by the city.

In the end, the solid waste authority stuck with current model, which Rabbia said encourages residents to recycle to reduce the number of garbage bags. The city has a recycling rate of 35%; the U.S. Environmental Protection Agency reported the nationwide average at 32%.

The Utica Common Council unanimously approved the increase in solid waste charges.
