If you ever see/work with a genuine Kali trainer (martial art of handheld weapons), you’ll see movements that look vaguely like this. Hard to find, there’s a lot of McDojo’s when it comes to weapons/knives, and any good trainer basically says “yeah if a weapon comes out, run.”
But like, this dude clearly watched a video and perceived it as “do La Cucaracha in the air six inches in front of you”

My son was telling me about a guy he works with who is one of those knife guys. I was laughing and wanted to show him the video that was going around here. I can't find it!
